Delay when placing outbound pstn calls

curently have
AAH 2.5
tdm 400 card 1 pstn
sipura spa941

when placing outbound call via pstn the call connect seems to take an inordinate amount of time to connect to the receiving ringer.

after dialing a call there is a period of about 3 or 4 seconds where there is no sound then the phone at other end starts ringing.
is there any way to speed this connection time up

usually a sip device does not initiate a call until the # key is pressed. otherwise, the typical digit time-out before dialing is 4 seconds. so, try dialing like this: 3289999#
