Possible feature with ARI

Do the below features are possible using ARI?
conference start/cancel
add a user to the conference
kick a user from the conference
send message to endpoints
Monitor channel state change : Busy,Rining, ACK, Hangup

I looked into ARI docs for there were related to Bridge, However nothing related to the conference.

Also, I want to implement ARI application in C++, Which library is good and efficient? Web links for this library are accepted

ARI gives you the primitives to bridge multiple channels together. It’s up to you to write the additional functionality - such as kicking users.

Which C++ API is good for ARI?
