Outbound PSTN Issue - pulse dial works DTMF doesn't

Asterisk 1.8.10.0
DAHDI Version: 2.6.0

Outbound dialing works fine if we use pulse dialing, but when we use DTMF the system drops digits randomly. I tried relaxdtmf=yes in chan_dahdi.conf but no joy. Any other suggestions?
