Is my sip provider congested?

I’ve noticed that here in there, I am unable to dial out. CLI Says:

– Called axVoice/xxxxxxxxxx
– SIP/axVoice-3b8a is making progress passing it to SIP/111-c8d5
– SIP/axVoice-3b8a is circuit-busy
== Everyone is busy/congested at this time (1:0/1/0)
asterisk1*CLI>

This happens when I am not making any changes to asterisk. One minute it will work and the next minute, I can’t dial out with the symptoms described above.

I spoke with my sip provider and asked them about it and they said that it was not on their end. I can dial into asterisk from an outside line to the sip number ok.

It happens randomly (or what appears to be randomly at this point) and lasts for 20-40 minutes at a time and then without warning, it starts dialing out ok again.

Can anyone offer an opinion on this?

turn on sip debug for that provider and see what the response coming from your provider is when this happens.
