have you installed a G723 codec in Asterisk ? at the CLI enter CLI> show translation
to see what codecs you can access now.

have you tried using g723 with h323 ? what happened ?
i’ve just looked at the h323.conf.sample and jeremy either doesn’t like g723, or it doesn’t work. perhaps you should email him (email address is in README) or preferably contact him on the #asterisk channel on IRC.
Asterisk 1.4 and newer have support for G.723 option. Try this one.
