I doubt it. I think just about the cheapest phone available is the Grandstream BudgeTone 101 - but mine cost me AU$150 - which is about 90€. Probably cheaper in Europe, though, but not 20€ cheap, i doubt. Have you checked out the list of hardphones here:
I would go for an ATA, which only need additional analog phones and cost u less than AUD100 for two ports product (which means u can connect two seperate phones to an ATA) .
GrandStream BudgeTone 101 is NOT a softphone. Anyway ATA is the solution for you. Try searching for Linksys PAP2-NA or Micronet. These are the cheapest I could find.
having used both the PAP2-UK and the BT102s, i can say i prefer the BudgeTone. i buy mine from an eBayUK seller, who ships them out (to the UK, but will ship to Europe) for GBP44/EUR65
