We’ve had a real hard time hiring competent Asterisk/VOIP engineers either as full time or contractors. The regular job boards don’t seem to have qualified or professional personnel.
Freelance boards (like Upwork) seem to have the same problem.
Everyone thinks they know Asterisk but it turns out they maybe have a basic understanding enough for simple business deployments. We need advanced administrators who can modify the source and really know what they’re doing.
Maybe you should talk to Sangoma. Your request sounds a bit like a task for a larger team and I think a single engineer is not going to be working on Asterisk full-time and waiting for offers every now and then. Usually, aside from Sangoma employees, you’ll find the best answers based on how the people answering are using Asterisk. Asterisk itself isn’t really complex, but the stuff around it can be quite challenging.
From the outside, it looks like some companies that use the Asterisk toolbox in the background have trained their own engineers over time. That’s not something you can get in two weeks or so.
I’d also add that if you’re going to the level of modifying the code, that’s not an administrator. That’s a C developer with Asterisk API and implementation knowledge. Those are much more rare. It’s part of the reason why ARI exists, to provide a much larger pool of people to be able to write telephony applications.
I searched Upwork for Asterisk help and it seemed to basically be an Asterisk desert. I found no one that would help and pretty much no one to ask. Seems most people think FreePBX is Asterisk.

Would you mind clarifying what is meant by “source” as that could be dialplan “source”, could be C “source”, could by AMI/AGI/ARI “source” in language(s) x, y, z ? And in what (general) line of business/solution is this project in regards to ?
