Problem with transfer of a dialed call

Hi.

I cannot transfer a call when I dial it, only when I answer it. Is this a normal behavior of Asterisk? Can it be changed?

Yes is normal, You need to add the Tt in your dial line.

Dial(sip/1000,20,Tt*)

*You can add more options
