I have an asterisk@home 1.5 setup. I have set the system to have an outbound caller ID but it does not appear to come from the Company name I have set. Below are my Global settings.

This PBX is running Behind a Tasman Networks 1004-2 Router on two bonded T-1 data lines.

If the call is going out over the PSTN(regular phone network) in the United States, you cannot set the CallerIDname dynamically. You can only set the number being sent, then your carrier looks up the carrier-assigned name for that number when the call is received.
If you want to change the name being sent, then you need to contact the carrier that administers that number and have them change the name associated with it.
VOIP to VOIP calls are a different matter, you should be able to set callerIDname and number on those with Asterisk with no problem.

Actually, in my experience you may dynamically set your CallerID with certain VoIP providers, such as voipjet.com.
