One of our customers wants to play MP3 files on IP Phone speakers. I think this could be possible with the multicast paging feature, but I cannot find any Windows software that multicasts MP3 files from PCs to IP Phones.
Do you have any suggestions for this?

I’ve never used multicast, but Asterisk’s paging facility does this nicely.

What does Windows have to do with this? Asterisk does not run on Windows.

Play the mp3 files from the Linux server running Asterisk.

90% of networking problems are routing problems.
9 of the remaining 10% are routing problems in the other direction.
The remaining 1% might be something else, but check the routing anyway.
Phones do not use MP3 as one of their codecs, and the codec choices tend to have reduced audio bandwidth, and/or are optimised for speech only.
Asterisk will set up media to the unicast address provided by the phone. If there are multiple phones, the call will be set up as multiple unicast streams and there will need to be a conference bridge (paging sets up conference bridge).
