What are the theorectical and practical limits on the number of ACD groups allowed within an Asterisk system ?

Also, within an ACD group is there a theorectical and practical limit on the number of agents within the group ?

As extension or users there is no limitiation in ACD group or Agents

There are no hard limits in the code

however, actual limits, like any other software depend on your configuration and the hardware which you are using…

there are too many variables to give a better answer than that unfortunately

Could you provide me with a few scenarios that would limit ACD performance ?

In my installation, I have a maxiumum of 7 ACDs, with a maxiumum of 100 agents in any one ACD.

but what is your resquiremnt behind this what is your AIM . As this is Asterisk features so use that as per your need if you want to limit ACD then dont cofigure that.
