How to implement license based asterisk system. I mean, I need to develop licening system with asterisk. how do it?

Well, if you are modifying the source code or embedding Asterisk itself into
some bigger product, then yes.

If all you are doing is creating dialplans and using Asterisk as it is (ie:
not modifying the source code and rebuilding it) then Asterisk is GPL-licensed
and can be used for any purpose, including providing commercial telephony
services.

What does “a licensing system” mean?

I developed asterisk based call center solution with developing Agent App, DashBoard app, and Reporting app. When I am going to sell it for my customer, I need to build licensing system for sell it.

I do not believe this is a question about Asterisk. You might as well be
asking how to set up a database of your customers.

Without a specific licence from Sangoma, you only have the right to specify licensing terms on those components not linked with the Asterisk code and which you wrote. You can supply Asterisk, but you must include its licensing terms, and honour the parts of those terms relating to the supply of source code, to the recipients of the binary.
