Include file in sip.conf

I try to include a file in sip.conf.

The file is /etc/asterisk/externip.conf
To include, I use #include=externip.conf
(or the full path)

externip.conf contains:
externip=xxx.xxx.xxx.xxx

The inclusion does not work, but as mentioned in the wiki, it should work.
It works, if I define externip directly in sip.conf.

Is the non-working include abug?

the format is

#include “externip.conf”

the # should be in the first column
