If you want to do this locally with asterisk, you will need something like Digium’s TDM400P - see digium.com for details.
However, you can do this without any extra hardware, via the internet, by using an internet telephony service provider (ITSP). There’s a list of ITSPs at

- but there are lots more than just this lot. Whether you can find one that operates acceptably where you are, i don’t know.
