Error message identification : PRI Span: 4 Unable to receive TEI from network in state 3

I have done some googling but have not been able
to get a better understanding as to what the possible causes of the
following error could be, perhaps someone has experienced this error
message before:

PRI Span: 4 Unable to receive TEI from network in state 3(Establish awaiting TEI)!

The following 2 cards are installed in the system and the version is as follows:

Asterisk 1.8.13.1~dfsg1-3+deb7u3 built by buildd @ biber on a i686 running Linux on 2014-01-04 02:59:31 UTC

ISDN controller: Digium, Inc. Wildcard B410 quad-BRI card (rev 01)
Communication controller: Digium, Inc. Wildcard TE220 dual-span T1/E1/J1 card 3.3V (PCI-Express) (5th gen) (rev 02)

Any assistance would be appreciated.

The best place to get Support for current Digium commercial products is through Digium’s commercial support channels. You will probably need the serial number of the card.

Thanks. I did try that route but seems they want a support contract or OSS. I take it this is not a common error based on the google results for it.
