Emergency system call,play sound and save info @DB

Hi,
I need to call to user/users play recorded audio, and save that info @DB with dialstatus.
Im preety sure i can use “call files”, but mb it can be done via php agi ?

That system is needed when one of our servers fail, then asterisk should call to specific persons.
