To any that are curious I was successful in getting remotely located Digium phones to connect to the DPMA configuration server over a EOIP link.
I used a Mikrotik router on both sides to form the EOIP link and the phone booted up and grabbed an IP from the office and connected to the configuration server and then I selected the desired line and it was done.
