Is this for when the user is held by something else or when the user is holding.

Take a look at the SetMusicOnHold application, ${CHANNEL(musicclass)}, mohsuggest, mohinterpret and musciclass SIP channel settings (or similar for your channel technology, musicclass in queues.conf and musiconhold in agents.conf.
