My carrier requires plai729, without any annexes. We use the free codec G729. Does anybody have a solution for this issue?

There isn’t a free G.729 codec. The one that purports to be is based on “no commercial” use code, which conflicts with its purported GPL licence.
I don’t think you will get any regulars here admitting to using that implementation.
