Call specific number by api/cli with text to speech

Hello everybody,
I would have to make a call to a specific number with a recorded message or written text. I haven’t found anything on the web and I can’t find an API that’s right for me.
Anyone know how it could be done?

The Originate or call file functionality is what is commonly used to place an outgoing call. Upon answer it is then up to you to direct the call as you wish (for example to play a sound file).
