I am currently running Asterisk v1.0.7 on FreeBSD v5.4

The PBX functions work fairly well - but what we need is the ability to send/receive faxes. I have a version of spandsp installed, but it does not send the entire fax. The majority of time, only part of the first page sends.

Question
Does anyone know of a production level fax solution that can be used with Asterisk?

SpanDSP is, in fact, working. The trouble in your case is probably caused by the transport used for sending the fax - remember not to compress the voice channel.
