I am trying to implement video calls or video conferencing on my server.
Could someone help me, what do I have to enable or configure on my Asterisk server or if you had a manual, I would greatly appreciate it.

Simply enable the appropriate codec (eg: H.263) on the endpoint definition;
that’s it - no changes needed to the dialplan.
Video calls work just the same way as audio calls, provided both ends of the
call support the same video codec; Asterisk doesn’t do video transcoding.
It doesn’t do video conferencing either; you might want to look at
https://jitsi.org for that.
