Toggle_deaf feature in asterisk

Hello everyone,

I am working on a problem in which multiple users are in a conference call. Except one user, rest every one can talk to each other freely. This special user can talk freely, i.e. every one can listen to him whenever he talks, but he can only listen when anyother user permits him. I came across toggle_deaf functionality on below mentioned website which was added to Asterisk 11 version. But I cannot find it in later releases. Currently I am using Asterisk 13.8 LTS version. Is this functionality available in anyother LTS release of Asterisk?

Actually I am curious with this functionality because i think it is the best bet to my solution. In case anyone has anyother logic to rescue me from situation at hand, I will be grateful.

The feature was not merged into Asterisk, so it is not in any version.
