I checked sound archive and found sound in en, es, fr, it, ja, ru, sv.
I know English sounds are well described in core-sounds-en.txt and extra-sounds-en.txt
Is there a intention to add some other language as well?
It looks to me it can be, with reasonable effort, generated by the code, because it is very well described…
There are no current plans to add additional languages.

You set the language on the channel, and then the respective directory for the specified language will be used.
it is possible to find / buy 3party language packages
that come with config files to asterisk
