Dear all,
in the file sip.conf i can set the language=xx so that the functions Playback and Background use that language as default.
Can i do the same in the file queues.conf?

Why should it be necessary?
All channels within a queue have some technology (e.g. SIP, DAHDI). In the technology-specific conf-File You would set up the (default) language for each channel created either by technology or a trunk or an device.
And if this would not be enough You may set CHANNEL(language)-Variable inside Yozr dialplan.
