Note that Asterisk 1.4 is past end of life and zaptel was replaced before the end of Asterisk 1.4.

TCP support wasn’t added to Asterisk until v 1.6. Note that both 1.4 and 1.6 are EOL, so you should really be looking at a more modern version, like 11.
