Just curious, is anybody familiar with law and regulations that governs voip and telecomunication providers in US? A company like Vonage, what kind requirements does it need to meet so that vonage can operate as VOIP provider? Can any compnay be a telecomunication provider?

There are lots of regulations concerning the operation of telecommuincations services in the United States. VOIP operators are not exempt from these regulations.
For example;
Providers must supply a way to allow law enforcement to listen to and record customer converstaions when allowed by a warrant issued by the courts.
Providers must supply location based services such as access to 911 emergency services.
There are countless others, and many states have individual regulations.
