zaptel is obsolete. You should use dahdi:

http://downloads.asterisk.org/pub/telephony/dahdi-linux-complete/releases/

however zaptel sources are still available:

downloads.asterisk.org/pub/telephony/zaptel/

These were easily found from http://www.asterisk.org/

Note that if you already have a binary RPM you should request the source RPM from the same source. They are legally obliged to supply it at no more than reasonable processing costs, as the code is under the GPL licence.
