This appears to be some sort of dongle, so is probably accessed through chan_dongle, which is not an officially supported channel driver, and no longer appears to receive support from its developer.
I don’t know how to achieve this from even a normal mobile phone, so I am not sure it is possible, but if it is possible, the channel driver would need to support the transfer application, or a mechanism to send AT commands mid call.
If it is possible, you should expect to be charged for the redirected leg.

You will never achieve this using Asterisk. It will always remain in both the
switching and media paths.

That is for redirecting internal Asterisk channels. It has no effect whatever
on external connections, and specifically, whether they continue to pass
through Asterisk or not.
