Call back - missed call

I have dial rules that says that the user has to put 0 in front of the outgoing numbers. But when someone calls the user, and ha have a missed call, then the missed call off course is without the 0 prefix. then they can not use the callback button, anyone know how to solve this?

just add a 0 to the front of the incoming caller ID !
