Asterisk 16 and Asterisk 17 fail to restart without server reboot

Hello,

I am installing Asterisk on Centos 7.6 and using pjsip. I am able to install Asterisk 15.3.0 and 15.7.x with no issues. They install and I can restart the Asterisk service with no issues. However with both Asterisk 16.0.0 and Asterisk 17.0.0, I can install them but I have to reboot the Linux server before I can restart the Asterisk service. Has anyone ran into this issue? If so, what could be causing this.

check /var/log/messages
and

/var/log/asterisk/messages

there should be any error messages.
