Asterisk 1.4.4 Manager Not Responding

I have been unable to get asterisk 1.4.4 manager to respond to any commands I telnet to it and it does not even reply with a accepted or failed message. I’m trying to get flash panel to work with it and I have it on other version of asterisk no problems, but this is my first system on 1.4.4 and Manager is not responding to any message. In the asterisk -vr I do not see it even fail or success either.

auto dial out command can be case sensitive (but i’m not 100% sure)
try to use

i use 1.4.2 and placed for test 194 call files today (diffent filename) using
mv *.call /var/spool/asterisk/outgoing and everything goes fine
in the same second (or two, i didn’t count)
