To not do it. They are highly annoying for the recipients.

Anyways, I would probably just use call files, but with something external to monitor the system, adding new calls when agents are free.

Also remember, the more calls you place on the same server, the more resources you need. Load as few modules as possible, make the dialplan as simple as possible, and avoid transcoding of the audio.

I did it with call file, it work well.
