If I want to reload changes to cdr_manager.conf whilst the asterisk server is still running and in use?
Is it “core reload” from the asterisk cli ?

core reload will reload all the run time congiurable paramters. I think that applies to all the CDR onw. However you can also use module reload on specific modules.
