Problem with dialplan

At this moment we are still in testing fase. Whene everything works we go live.
When i dial 000352+(any caracter) it keeps calling lucp.
What am i doing wrong? Doesn’t asterisk read the nummers from above, downwards?

exten => _000352.,1,Dial(SIP/sipura)
exten => _000.,1,Dial(SIP/lucp)
