Seems I’m stuck. My telco provider requires 100rel (supported in Asterisk 16 by PJSIP, but not by SIP) and TEL RFC 3966 (supported by SIP but not PJSIP), or I’m wrong?
Any idea?
Is RFC 3966 scheduled to implement in PJSIP?

I know of noone actively working to support tel in PJSIP as of this time.
And to support 100rel in SIP? 
The chan_sip module is not actively developed on by Digium or Sangoma, so we have no plans for such a thing. I can’t speak for the community.
