While we do still host the downloads for 1.4 (downloads.digium.com/pub/telepho … erisk-1.4/), you should know that Asterisk 1.4 has long since gone EOL:

So, there’s no support.

Also you do not use G.729 for quality, you use it for reduced network bandwidth. It has a mean opinion score of 3.92 compared with 4.1 for mu-law or A-law.

If you’d like something that sounds better and that is generally available, look into G.722.
