user1 make a call to user2, when user2 answer the call he listens to an audio file

Yes, but you should have asked on Asterisk Support. Playing to the answering party is covered by the very first option in the documentation for Dial. You should check if your version supports an equivalent option for the caller, but you can always achieve it using the goto option, followed by a Bridge application call. That was discussed on the forums, quite recently.
