It might reach the phone.
It might be answered, it might not.
It might not reach the phone.
The user might have a voicemail service with their service provider, they
might not.
The user might have set up a call divert, so the call does get answered, but
not on the cell phone.
There are probably other scerarios, but the basic answer to your question is
“no”.
Even removing to mobile network element from the question, there is no way for
Asterisk to know whether a call reached the endpoint device you thought it was
supposed to be calling.
All you can tell is whether the call got answered (by something / someone or
other) or not.

Unless the call is perceived as junk, as the general belief appears to be that “press 1”, really means please add me to you list of validated numbers to call, so more aware people receiving a call that asks for “press 1”, will hang up.
