/etc/odbcinst.ini: permission denied

so i am running Elastix on Asterisk, and trying to configure PostgreSQL ODBC on a VM, anyway when i try to access the odbcinst.ini as root it says permission denied…

[root@localhost ~]# /etc/odbcinst.ini
-bash: /etc/odbcinst.ini: permission denied

so how can the root not have permission! and how can i fix this?

should it be root@asterisk ?

*i am new to the linux system. but i am trying to test sth before applying it on my work

That file is not an executable, it’s a text file which is edited using a text editor.
