DADHI Dialing over E1 Line

Hi,

I am using the TrixBox 2.6 and E1 board and Airtel PRI line. I am facing issue for dialing some of the numbers not all. When I am dialing mobile number from my sofphone it will work fine. But, When I am dialing land line number it is not dialing and showing the Circuit busy message. Mobile number length is 10 digits and land line number length is usually 6 digits. Only local land line number is not able to dial but when I dial std land line number with std code than it is working.

Can you please help me; what I missing in Asterisk or DAHDI configuration or this is the Airtel Service Provide issue.
