Billsec units. Whats the smallest unit

I have a requirement to implement billsec but I need to have it to account as 1/100 seconds or hundred of a second.

Reason is I am getting charged by hundredth of a second and If i can only work on per second i have a lot of time being rounded up.

It it possible to work on billsec as hundred of a second.
