Bash signalling Asterisk?

I know that Asterisk can call and execute Bash scripts. BUT, would it be possible for a Bash script to access Asterisk?

Example: A Bash script that runs at 11:58am triggering Asterisk to dial a SIP extension to ring the softphone installed on a user’s desktop, play a prerecorded message, and then hang up?

Call files will be easier to start with
