Hello,

I was wondering that if I install asterisk and create sip accounts from asterisk and register those sip accounts on softphones like twinkle or x-lite, would that itself enable me to make actual phone calls to cell phones or landlines? If not, what else would be required from my part to accomplish that task? Thank you.

If you want to make calls to public telephone numbers, you need a connection to a telephony provider. That connection can be VoIP, ISDN, POTS or GSM.
