Give us some information and we might be able to give you some.
At the very very least, what are the errors?

I suspect your problem is that this file does not exist.
What is the output of the command “ls /etc/radiusclient-ng” ?

I have a feeling that you need to review what process you used to replace the
failed hard disk.
If Asterisk worked perfectly okay on the old disk, and it produces errors such
as this on the new one, then I suspect the copy mechanism used to transfer
from the old disk to the new one did not do quite what you wanted it to.
Please give sufficient details of how you “updated my server hard drive” such
that we could follow the procedure and replicate the problem.

I upgraded the disk on azure and everything was done automatically
Have you checked the file permissions?
