Asterisk Dial cmd dropping call on second dial

Using Asterisk 1.4.17 I have a dialplan set up where the call uses the Dial application to reach the callee. After the callee disconnects the dialplan moves onto a second Dial cmd and when it executes the call is dropped. Any advice?
