Does anyone know of a utility program to assist in programming the Asterisk dialplan (extensions.conf) file ?
This seems ripe for some method to raise us from the command line interface.

Yes there is. It is called Asterisk Management Portal (AMP) and it helps to greatly simplify the dialplan process and can be very powerful for complicated setups.
