What does the dial parameter mean in sip.conf?

I inherited a very old running asterisk. In sip.conf, there is something like:

[3000]

dial=SIP/3000
callcounter=yes

What does the dial parameter do?

Also, what is callcounter? I was not successful at finding any meaningful description for it.

callcounter" setting it is used (for extension states in queue and subscriptions), You will get more detailed reports (busy etc) if you have a call counter enabled for a device.

related to dial=SIP/3000 on your sip.conf file dont make sense to me, for more option check http://svn.digium.com/svn/asterisk/trunk/configs/samples/sip.conf.sample
