Stuck channels (rtptimeout)

Hi everyone.
Sometimes i have problem on my network, and calls is stucks.
For it i use option rtptimeout. I set rtptimeout = 10;
The log file has some lines. I think It is normal.
[2019-03-14 18:07:08] NOTICE[13978] chan_sip.c: Disconnecting call ‘SIP/195-0002707a’ for lack of RTP activity in 11 seconds

But there is lines:
[2019-03-14 18:02:54] NOTICE[13978] chan_sip.c: Disconnecting call ‘SIP/195-0002704d’ for lack of RTP activity in 28 seconds

I cannot understood why 28 second ?
I set rtptimeout to 10 second.

Might have been held, which uses a different timeout, as there may only be RTCP.
