If this is a SIP/IAX only system, with 15-20 people you really don’t have anything to worry about. Even a basic desktop computer could handle that task with ease. If this is a going to be a production VoIP system I would use the following:
Dell Tower Server OR 1U Rack Mount
Dual (or Quad) core Intel Chip: 2.3Ghz - 3.0Ghz range
2G RAM
RAID Controller running RAID 1 (2 mirrored drives in case of failure)
Redundant Power Supplies (optional, but I always use them)
CentOS 5.3
You should be able to build this up for < $2000.
